It is written in the Vietnamese ancient history that Vietnam similar to its neighbor in the north, China, was a nation based on its agricultural cultivation and fishery for survival. Therefore, its people always cling onto peace and disrelish war in their daily lives.

It has been proved throughout the years, whenever China has a ruling dynasty, headed by a despot, who is bellicose, pugnacious, then war took place between two countries. Our nation had been encroached, our people has been enslaved for thousands of years by China. But we always resisted and opposed their aggressions, against their colonial ambition, Vietnam still exists today. We would like to live in peace and prosperity in an orderly world, with our surrounding neighbors, in which, China is one; where we can thrive.

Today, we stand up to denounce before the world and to sound the alarm to all Vietnamese citizens inside Vietnam and in exile; the conspiracy of conquering of the now-ruling-China  to dominate South and South East Asia for their colonialism in that corner of the world:

- Taking advantage of the war for independence of the Vietnamese, the ruling communist China has infiltrated Vietnam, being advisors and commanders simultaneously, implementing a wicked plot "using Vietnamese to kill Vietnamese." Their goal is horrendous annihilation of the Vietnamese population.

- The most clandestine project used to dominate Vietnam was to disguise a Chinese communist spy to be "Ho Chi Minh" in the role of leading the revolution front against  the French, so that they will be able to proceed their plan of genocide in Indochina (Vietnam, Laos, Cambodia). Several times since the detection of the "fake" Ho Chi Minh, we have urgently insisted that a DNA test be performed in reference to that of Mr. Nguyen Sinh Sac, Ho Chi Minh's father, buried in Cao Lanh, Dong Thap, Vietnam.  Consequently, the finding scientific result will prove the ultimate truth. But, we have never received any cooperation from the ruling communist Vietnam.

- As well known nowadays, Vietnam is the gateway to the Pacific where potential oil reserve have been identified , thus trigger the covetousness of the aggressive colonialism in China to take over. So, for the sake of peace for Vietnam as well as for the world, we urgently to:

• Call on all Vietnamese around the world to support the Provisional National Government of Vietnam wholeheartedly to build up our leverage to stop all covenants, contracts, yields that Vietnam communist has conceded to China, from becoming effective.
• No matter what communist China is trying to manipulate the on-going situation in South East Asia region, politically and economically, we are still the majority of Vietnamese who are standing united to fight a defensive battle against the colonial power of China and the treacherous Vietnam communist to retain our fatherland as we used to do.
• To protect our nation and safeguard the human rights in which, freedom of religion, freedom of speech, freedom of assembly, is not only a responsibility but also, a right of every individual to enjoy.

I, on behalf of the CPQGVNLT and on behalf of the Vietnamese whose country has been conquered by Communists, call on all Vietnamese citizens across the globe to stand united with me bring these communist Chinese criminals and their accomplices to stand trial before the International Criminal Court Justice. Justice for all will prevail. We will reclaim our country.
